The 20-Year Pillar (The King):
This determines the "Constitution" of your house. It dictates the long-term potential for wealth, health, and status. It is the mountain upon which your house sits.
The Annual Star (The Governor):
These stars represent the "Weather." Even if you live on a magnificent mountain, a seasonal storm can still cause damage. The Annual Stars bring the timing. They are the triggers that activate the latent potential (good or bad) of your 20-year foundation.
The Verdict: Neither is "almighty" in isolation. The 20-year pillar provides the potential, but the Annual Star provides the activation.
